Procurement Department

Procurement department in the framework of ministry of Information and Culture inaugurated in 1393 solar, carrying their duties in the light of law,

Procurement department is executive administrative, preparing annual procurement plan in accordance to the law, after confirmation of  materials of the ministry, as well procurement department prepared standard procurement forms in accordance to the procurement law for a transparent supply process.


The procurement branch has to execute in accordance to the procurement law in which the goals are explained in four parts of the second article of procurement law in below:

  1. Securing transparent of procurement process
  2. Effective control of finance affairs and public expenditures
  3. Economical of procurement goods, services and quality of construction affairs
  4. Providing ground for all eligible volunteers in biddings

Duties of procurement branches

In accordance to the 84th article of procurement law they are as follow:

  1. Preparing procurement plan
  2. Preparing bidding advertisement, how to offer, other necessary procurement documents, publish and distributing the document as necessary 
  3. Caching offers and presenting proposals of contracts to the procurement  panel, and director.
  4. Arranging procurement documents in accordance to the law
  5. Executing other duties for the related procurement panel
  6. Providing facilities to accommodate decree of the 8th article of the law
  7. Supervision form implementation of the procurement contracts provided that the consumer department do not implemented.
  8.  Evaluation of the quality and quantity of goods, services and construction affairs
  9. Fulfilling other related duties

  1. The implementation and use of all standard documents in accordance with article 6 of the procurement law.
  2. Procuring according to the annual procurement and financial plan
  3. Increasing work capacity building through vocational trainings during the work to obtain logistics capacity building certificate from the procurement policy unit.
  4.  Focusing procurement from different sectors to ensure transparency
  5. Establishing a database to consolidate the assets of the ministry in the warehouse
  6. Establishing a systematic order management system to ensure high quality of orders.
